Our Story
Before founding Line 45 and later HAGE Enterprise, Alex Code spent more than six years working inside state government. From that vantage point, one problem surfaced again and again: agencies responsible for critical work were relying on expensive, outdated, inflexible software—and changing it was painfully slow. Even small improvements required long timelines, significant budgets, and layers of approval.
That reality became clear during a major IT modernization effort in the 2010s. What was intended to be a step forward turned into a drawn-out, expensive transition to technology that aged by the time it launched. Control was limited, updates and maintenance an ongoing burden. And despite the investment, the system struggled to keep pace with evolving agency needs.
There had to be a better way.

To create lasting impact, the entire process needed to change.
Alex founded Line 45 to approach the problem from the outside, applying modern software practices and deep domain knowledge to help regulatory agencies move faster and work smarter. The results were better—but the model still felt constrained. Traditional consulting was heavy and slow. Procurement cycles stretched on. Budgets were consumed by basic functionality, leaving little room for true efficiency or innovation.
Software development for government needed to be flexible. It needed to support agencies with different missions, data, and workflows—especially regulatory agencies. The path from idea to working application needed to shrink from months to days. Agencies needed options to own their applications, maintain them, or step away from licensing models without starting over.
Line 45 began rebuilding its own process around those principles. Design templates replaced one-off reinvention. Human-readable designs were translated directly into application code. What once took weeks—UI changes, APIs, database updates—started taking days.
That’s when the real shift happened.
The final step was turning a process that consultants managed for clients into a system clients could use themselves. That’s when HAGE was born.
HAGE—short for Human-in-the-loop Application Generation Engine—is built on a simple premise: if software exists to make work easier, faster, and more reliable, then the way we build software should do the same.
HAGE Enterprise is a design-driven, low-code system that turns collaborative application designs into real, production-ready code. It integrates directly with Git and deployment pipelines, allowing teams to move from concept to working application in days—not months—while keeping humans firmly in control. The resulting code can be fully managed, extended, and maintained by your team just like any other custom-built application.
And this is just the beginning.
HAGE Enterprise is continually expanding capabilities, adding more flexible features and refining the interface to make it both more intuitive and more powerful. Our goal remains the same as it was on day one: modernize how critical software is built, give agencies real ownership and control, and replace rigid systems with tools that can evolve as fast as the work they support.
